On July 12, 2021, Dare County’s Planning Board implemented new procedures in considering development proposals.

On the agenda was a request from William F. Daugherty III and Shelly Daugherty to expand Shelly OBX Mini Storage by adding a fourth building that is 3,300 square feet in size.

The request requires an amendment to the original conditional use permit, which is now called special use permit.

Aside from the name change, the Planning Board role under the new rule is called a “preliminary forum.” The
