RALEIGH, N.C. (WNCN) — Twin toddlers had to receive medical aid after being exposed to fentanyl in Raleigh Monday night, leading to the arrests of their mother and her boyfriend, police said.

According to the Raleigh Police Department, officers responded around 8:14 p.m. to a report of an unresponsive child at an apartment in the 6000 block of Lake Hills Drive.

At the scene, according to Raleigh police, 22-month-old twins were found unresponsive. The twins were administered Narcan and taken to the hospital for further treatment. They are expected to survive.

Warrants filed by Raleigh police show the twins were exposed to fentanyl.

Wake County EMS gave the following statement at CBS 17’s request:

“Generally, any ingestion of opioids, illicit or prescribed, can be dangerous to children. With illicit substances, the true concentration and makeup of the drug is often unknown, which can create additional risk in the event of ingestion by a child.”

During the incident, police said they developed probable cause to search the apartment. Inside, they located drugs, drug paraphernalia, and a firearm.

The twins’ mother, 25-year-old Vinnus Humphreys, was arrested on Tuesday following the search. Her boyfriend, 28-year-old Tyrone Bannerman, who was at the apartment at the time of the incident, was also arrested, according to Raleigh police.

Neighbors told CBS 17’s Baron James that they’ve seen and heard many disturbing situations involving the couple and the kids.

“There’s been lots of commotion, fighting, things like that,” said neighbor Clarence Hankins. “You know, that kind of domestic things, door slamming, you know, loud arguing. I don’t want my son exposed to things like that. “

Hankins, a dad and Wake County School System security guard, wants justice to be served in his neighbor’s fentanyl case and for all kids to be safe.

“That stuff is very dangerous. I know kids die off of that stuff every day,” he said.

Police said both Humphreys and Bannerman are charged with two counts of felony child abuse. Bannerman is also charged with trafficking opium/heroin, manufacturing a Schedule II controlled substance, and possessing up to a half-ounce of marijuana.

Tyrone Bannerman is also charged with assault on a female, strangulation, and false imprisonment from an arrest in May.

Vinus Humphreys is also facing a shoplifting charge.

According to court records, both Humphreys and Bannerman were not given bond. They are scheduled to make their first appearance in Wake County Court on Wednesday afternoon.
